It's a morning to continue watching for debris on area roads and to start watching for school buses again. Drive with caution for the morning commute. There are still reports of trees falling out of soggy soil and branches coming down. And school buses, some bearing children with Halloween costumes, as well as vehicles with student-aged drivers, are back on area roads.
It's also still rainy, drizzly and cold out there this morning. The National Weather Service says rain or drizzle will be around until about 9 a.m., then showers are likely, mainly after 2 p.m. It will a cloudy day with a high near 47 and a showery, cloudy night with a low around 39.

In light of road conditions left from the storm. PennDOT has issued a reminder on traffic laws that require drivers is to treat any intersection with an inoperable traffic signal as a stop-controlled intersection and one that imposes stiff penalties on motorists who ignore “road closed” or other safety warning signs and devices.
