Pike DA: Out on bail for soliciting 15-year-old, Man charged with indecent assault of 13-year-old

Frank A. Bianco left the 13-year-old girl in his truck parked outside the Best Western hotel in Westfall Twp. one Tuesday in July 2011 and walked in to book a room.

One night. One adult. One child.

The Tannersville man then came out to the truck and walked back into the hotel with the friend he had gotten to know on meetme.com, according to a criminal complaint filed by Detective Melissa Lewis of the Pike County District Attorney's office.

When they got to the room, Mr. Bianco decided to take a shower and the 13-year-old girl watched television.

After a few minutes, the sound of the shower stopped and the 37-year-old man who told her he was in his early 20's walked back into the room wearing only a towel, the girl later told investigators.

"What are you doing?" she asked him.

He really cared about her, Mr. Bianco answered, before kissing her and pushing her down on the bed, according to the complaint.

As Mr. Bianco groped the girl "anywhere he could," the towel fell off and he ran his hands across the girl's body over her clothes, she would later tell investigators.

She said she told him to stop. Instead, he removed her shirt and bra and continued his assault. She tried to push the 200-pound man off of her, but he was too strong.

"I love you. Let this happen," he told her, according to the complaint.

Once the assault ended, Mr. Bianco told the girl that he "never meant for this to happen" and that he did not "know what came over" him, according to the complaint.

More than a year passed before investigators with the Monroe County District Attorney's office learned Mr. Bianco met with the 13-year-old while they prepared charges against him for attempting to meet a 15-year-old girl for a sexual encounter, according to a press release from Pike County District Attorney Raymond Tonkin.

The girl in that case was actually a detective with the Monroe County district attorney's office posing as a teenager online.

In September, the Monroe County district attorney's office charged Mr. Bianco with several counts, including statutory sexual assault and forwarded the information about the 13-year-old to the Pike County district attorney's office.

The victim later disclosed the abuse in an interview with investigators.

The Times-Tribune does not identify the victims of sexual assault.

Bethlehem Twp. police officers arrested Mr. Bianco on Christmas Day on the warrant for charges including aggravated indecent assault.

He was remanded to Pike County Prison in lieu of $35,000 bail. A preliminary hearing is scheduled for Jan. 2.

At the time of his arrest on the Pike County charges, Mr. Bianco was out on $20,000 bail levied against him in the Monroe County case. He waived his preliminary hearing in that case, and it has since been bound over to Monroe County court.
