Mr. Rodriguez's car was completely submerged, but he was uninjured, police said.

Authority will save $7,000 in billing

SCOTT TWP. - Sewer Authority board members Tuesday voted to approve a change in billing that will save the authority at least $7,100 in 2013.

At a Scott Twp. special meeting, board members announced their decision to switch from a monthly sewer bill to a coupon booklet, a move that will cut billing costs and provide the authority with some reserve funding to help pay costs associated with the $23.8 million sewer project.

Under the current system, it cost the authority 62 cents to ship each of the approximately 1,250 monthly bills, totaling around $8,500 a year. Meanwhile, sending out the coupon booklet will only cost the authority around $1,400.

"It's a big savings for us, and we will continue to do all we can to help the ratepayers," Supervisor and sewer authority board member Michael Giannetta said.

West Pittston faces FEMA surcharge

WEST PITTSTON - Repeated letters and calls from Pennsylvania's two senators, Bob Casey Jr. and Pat Toomey, to top administrators at the Federal Emergency Management Agency might not be able to save West Pittston from a probationary term that would impose a $50 surcharge on federal flood-insurance renewals in the borough beginning Saturday.

FEMA has said the agency had little "legal latitude" under Title 44 of the Code of Federal Regulations, to postpone the sanctions.

FEMA informed borough officials in February 2011 - seven months before the flood - that its floodplain management ordinance did not meet agency standards and its enforcement of building codes within the floodplain was unsatisfactory.

The borough council last month voted unanimously to adopt a revised ordinance and hired a floodplain manager and code enforcement officer.
