NANTICOKE — Tuition to attend Luzerne County Community College is going up 7.3 percent, according to the $46.2 million budget approved Tuesday by the college board of trustees.

The budget is for the fiscal year that starts July 1. The tuition increase, along with increases in general-services and technology fees, will apply to the college’s second summer semester, which starts July 7.

The college “had no choice but to increase tuition,” college President Thomas P. Leary said, noting declining enrollment and stagnant allocations from the state and Luzerne County. The board voted 12-0 for the budget, and three trustees were absent.

Pre-semester tuition for a full-time Luzerne County resident is going up from $1,650 to $1,770. The cost per credit is increasing from $110 to $118.

Enrollment was 7,130 in the fall of 2009 and is down to roughly 6,000. The college has a new plan to address decreasing enrollment and is working to add locations to offer courses in Pittston and Scranton, Leary said at Tuesday’s board meeting.

The tuition increase will provide almost $1.1 million in additional revenue. Tuition is expected to generate almost $16 million for the upcoming school year.

The state is expected to provide $11.1 million for the operating budget, which totals $42 million, and $2.2 million for the capital budget. The state Legislature has not yet approved budget for the upcoming fiscal year.

The college capital budget allocates $4.3 million — $3 million in debt payments and $1.3 million for facility leases and equipment purchases and leases. The county is earmarked for $2 million to the college operating budget and $1.2 million for the capital budget.

The college budget allocates $34.9 million for salaries and employee benefits. An allocation of $1.7 million will fund costs from heat, power, gas and water.

The general-services fee is increasing from $17 per credit to $20 per credit. The fee is expected to raise $2.3 million.

The technology fee will go from $11 per credit to $15 per credit. That fee is earmarked for $2 million in revenue.

Out-of-county students are charged double tuition, and international students are charged triple tuition. But students at facilities at Berwick and Shamokin facilities can pay the Luzerne County rate because of in-kind contributions from outside sources, Leary said.
