Variance rejected for University of Scranton's $47.5m project

The Scranton Zoning Board rejected a variance sought by the University of Scranton for a new, $47.5 million, eight-story rehabilitation center to replace Leahy Hall.

The university needed sight variance because Leahy Hall, part of which is the 1907 YWCA building, is nonconforming. The building is on the southwest corner of Jefferson Avenue and Linden Street. The university previously said construction was expected to begin this summer and be completed by summer 2015.

In a 3-2 vote, board nixed the variance.

Carri Newcomb, Steve Bartnicki and Mary Ann Wardell voted to deny the variance, while Lance J. Stange Jr. and board chairman Steven Kochis voted for it.

Patrick Lavelle, attorney for the university, said they were disappointed with the zoning rejection and said, "an appeal is probably going to be considered."

Ms. Wardell expressed dismay with the university plan to raze the building and asked why the university isn't looking to build a new structure elsewhere.

Architect David Hemmler said the university wanted to keep the departments of exercise science and physical and occupational therapy together.
