$600G in Moscow infrastructure upgrades this summer

MOSCOW - New sidewalks and Municipal Building upgrades are part of $670,000 in work expected to start in the borough this summer.

The work will continue to transform downtown Moscow following the $1.3 million PennDOT-sponsored project that repaved Main Street and added new lighting, sidewalks, public parking lots and traffic lights to the area.

"It's a common theme centered on connecting the whole town with sidewalks, making it a much more walker friendly community," Councilman Marc Gaughan said. "Then there's the beautification aspect. We're trying to create a better business atmosphere."

One of this summer's projects, funded by a $99,959 U.S. Department of Agriculture Business Enterprise grant, calls for replacing sidewalks from the Agway property to the last home on the east side of Market Street.

A Redevelopment Assistance Capital Program grant will fund the rest of the work, totaling $500,035.

Also likely planned for this summer, is the reconstruction of the stone wall on Church Street near the Harmony Hills housing development. The borough received a $69,000 PennDOT automated red light enforcement program grant that will pay for the work, Ms. Sanko said. The wall was originally created as a New Deal-era Works Progress Administration project, borough officials said.

Among Moscow's planned projects

- Curb and sidewalk improvements, including 700 feet of concrete curb, 2,500 square feet of sidewalk, and six curb ramps for access for the disabled on Van Brunt Street leading up to the Borough Building and the nearby basketball court - which together will cost about $94,681.

That part of the project initially included reconstruction of Van Brunt Street, but Constance Sanko, the borough's treasurer and secretary, said paving the borough's parking lot replaced it.

- Additional Main Street sidewalk work, including installation of 12,800 square feet of sidewalk and 600 feet of concrete curb. This is expected to cost about $191,842.

- Municipal infrastructure upgrades, including repairing 18,750 square feet of roof at the Borough Building for $135,950.

- Upgrades to the Street Department building, including $12,577 for the completion of interior division walls in the garage.

Mr. Gaughan said the division walls will give police and public works employees their own space, improve working conditions for Street Department workers by ensuring they have a heated space in the garage, and better insulate the structure to save energy.

Borough officials also intend to renovate three sides of the building's exterior for $54,400.

- And, at the borough recycling center, $10,585 to install 141 feet of chain link fencing around the perimeter; two 16-foot drive gates; one 22-foot double drive gate; and a 6-foot-tall vinyl fence.

Ms. Sanko expects work to start in June or July and be complete by late fall.
