Scranton Fire Chief Tom Davis was behind the wheel of a truck that struck a pedestrian crossing Linden Street in downtown Scranton just before 2 p.m. Friday.

Debra Major, 60, of Jessup, was hit head-on by the truck turning east on Linden Street from North Washington Avenue, police said.

Ms. Major was transported to Geisinger Community Medical Center's intensive care unit, where she was in critical condition Friday night, according to a hospital spokeswoman.

Acting Scranton Police Chief Carl Graziano said a review of a video surveillance camera showed the woman outside of the crosswalk, stepping into the path of the truck, which had a green arrow, he said.

The camera is used by the Lackawanna County Courthouse.

Charges don't appear likely, Chief Graziano said.

"This investigation is by no means closed," he said. "At this point, it appears the driver had a green light and she stepped into the path of (the) vehicle."

Lynn Rice, a staff member at Gabby's Luncheonette, thought the truck hit a utility pole when she heard the collision and saw the woman's twisted body on the pavement. The collision left a dent on the hood of the truck, she said.

Mark Colarossi, a Times-Shamrock employee, was nearby when the crash happened. His sister held the woman's hand until first responders arrived.

The intersection was closed and cordoned off with police tape after the incident, leaving the truck idling for more than a half hour.

Although the matter involved a city official, Chief Graziano said Scranton police decided not to turn the investigation over to another agency, such as the state police.

"They took the first look, had the video of the incident," he said. "If anything conflicted, perhaps they would have considered that."
