UGI gets conditional approval for compressor station in Washington Twp.

The Washington Twp. Zoning Hearing Board granted conditional approval Monday night for a UGI compressor station on Meshoopany Ridge Road in Wyoming County.

The zoning board reconvened a Dec. 17 hearing in the Washington Twp. Building attended by mostly UGI staff and three or four others in the audience.

From that meeting, the board had some residual issues for UGI regarding permits, an emergency plan and noise questions about the proposed Manning Compressor Station that will initially be dedicated to moving Citrus Energy gas being drilled on the Procter & Gamble plant site as well as that of nearby Citrus leaseholders.

Casey Monagan, a consultant with Quad3, which helped develop the compressor station plan, said there were some permitting issues - two highway occupancy items from the state Deprtment of Transportation and four permits from the state Department of Environmental Protection.

The PennDOT items were in hand, Mr. Monagan said, as were DEP permits for air- quality readings, hydrostatic testing and earth disturbance.

The only one missing, he added, was one for a stream crossing that was actually to replace a culvert that already existed.

Mr. Monagan said UGI should be hearing from DEP about the stream-crossing permit by the end of February.

He said that until that permit was received, "pending your approval tonight, we can work anywhere not in the waterway" of an 11-acre fenced-in area that will eventually house a station with five compressor units.

During Monday's hearing, Tracey Barnes, UGI's manager of standards and compliance, reviewed an emergency response plan that she called a "work in progress."

She said she had been in touch with the Meshoppen Fire Company, Meshoppen Police Department and Wyoming County Emergency Management Agency.

Backup would be provided by Triton Hose Company, and board solicitor Ed Neyhart corrected contact info on the plan.

Michael Smith, UGI director of engineering and construction, said residents who lived closest to the station would be given pamphlets about what could happen and who to contact.
