Judges: Petitions received properly

SCRANTON - The petitions that proponents of a Lackawanna County government study commission submitted to the Department of Elections earlier this month were properly delivered, a panel of judges ruled Friday.

In a decision that clarified what was largely an issue of semantics, President Judge Thomas Munley and Judges Vito Geroulo and Terrence Nealon found the petitions containing more than 2,700 signatures to get the study commission referendum on the May ballot were indeed "received" by the county on Feb. 4.

Insurance executive Charles Volpe, who is leading the petition drive, sought the ruling after county officials initially accepted petitions pending legal review.
