(AP) — A bill designed to ensure that $60 million in NCAA fines levied against Penn State stay in Pennsylvania is on its way to Gov. Tom Corbett.

The House voted 194-2 on Wednesday to join the Senate in approving the measure.

The NCAA imposed heavy penalties on Penn State following the Jerry Sandusky child sexual abuse scandal, including a $60 million fine.

The university has paid the first $12 million installment, but the NCAA has agreed not to disperse the money until a pending lawsuit is resolved.

State Sen. Jake Corman, the bill's sponsor, says it would require that any penalty imposed on higher-education institutions in Pennsylvania of $10 million or more to be held in escrow and be used in Pennsylvania for programs related to child sexual abuse.
